Heres a cruiser i made, called the Lyndene class: Stats: The Lyndene was origionally a Gothic Cruiser the Tingira, however it's rear lance batters were blowen cleanoff in a battle with a Murder class cruiser. The Tingira was sent to Port Maw for repairs, unfortuently Lance batteries were a rareity due to the war, so the technitions cleaned the area up and converted the rear batteries into flight decks. The Lyndene didnt receive it's Nova cannon until it pulled in for a routine check and was fortuent enough to have a wreck come in the previous day with a nova cannon on it, this was equiped to the Lyndene since the wreck was going to be scrapped for parts due to supply shortages dureing the war. And so the Lyndene class was born. Cost 240 points Note: The Lyndene was without it's Nova cannon for a few months, you can equip it with Torpedo's for - 20 points.

Your cost is wrong.
The Gothic and Lunar classes are identical in value, the only difference being armament. From this we can determine that a Str 6, 30cm Battery is equal in value to a Str 2, 30cm Lance.
The Tyrant class may replace its Torpedoes with a Nova Cannon at +20pts, so we know the cost of that upgrade.
Finally, you seem to have used the Dictator as a base, as I have done.
Dictator 220pts. Batteries to Lances = no cost. + Nova Cannon = 20pts.
Total: 240pts.
