Okay, so I thought about it for a bit.
Boarding torpedoes, except for the fact that they make hit and run attacks and can turn, are just like regular torpedoes, right?
But say an Escort bumps into a Str 12 Boarding Torpedo Volley from six Hunter Class Destroyers. Would it be unreasonable to negotiate with my opponent that only D6 or so of them would break off?
I find it hard to imagine that 12 torpedoes full of angry Space Marines would all be so consumed with bloodrage that every single one would blast into the poor Escort.
This rule would only reach to escorts, for balance. In this way, I still can't avoid a captial ship getting in the way.

According to rules the whole salvo attacks, so it is overkill.
However, if you know you are targeting escorts, you could fire the torpedoes as smaller salvoes: Either each ship individually, 6 salvoes of 2, or maybe in pairs, 3 salvoes of 4. Maybe even 2 salvoes of 6 torps if firing at cruisers. This would allow you to hit more ships, but it will reduce the effect of the torps against cap ships who get turrets against each salvo.

If you think about it in a fluffy way the marines may not be consumed with bloodlust. Thier mission was to board that ship. It happned to be a tiny one.... Perhaps there was something special on board.....
